Ismunandar Officially Inaugurated as Bireuen Regional Secretary, Expected to Be the Heart of Government Communication.
Bireuen Regent Mukhlis, ST, officially inaugurated and administered the oath of office to Ismunandar, ST., MT, as the definitive Regional Secretary (Sekda) of Bireuen Regency. The solemn ceremony took place on Monday, April 20, 2026, at the Bireuen Regency Secretariat's Office.
This inauguration marked a new chapter in the Bireuen Regency bureaucratic structure following an open and competitive selection process.
In his remarks, he stated that Ismunandar's appointment complied with applicable laws, referring to:
• Law Number 20 of 2023 concerning the State Civil Apparatus.
• Government Regulation Number 17 of 2020 concerning Civil Servant Management.
• Aceh Governor's Decree No. PEG.821.22/051/2026, which has received a recommendation from the State Civil Service Agency (BKN).
"This process prioritizes competency, qualifications, and integrity. We hope that with the inauguration of the new Regional Secretary, the performance of regional apparatus in Bireuen will further improve through stricter supervision and coordination," he said.
The Bireuen Regency Government also expressed its highest appreciation to Mr. Hanafiah, SP., CGCAE., FRMP, who has served as Acting Regional Secretary for the past 16 months. His dedication to maintaining government stability and overseeing development programs during the transition period is considered crucial by the public, he concluded.
Present on behalf of the Aceh Regional Secretary, the Assistant for General Administration (Assistant 3) of the Aceh Regional Secretary, Dr. A. Murtala, M.Si, provided specific direction. He emphasized that, based on Bireuen Regent Regulation Number 65 of 2023,
"The Regional Secretary is the highest career official who must be able to translate the regional head's vision and mission into concrete programs. Furthermore, as Chair of the Regional Government Budget Team (TAPD), the Regional Secretary is responsible for ensuring that the Regional Budget (APBD) is on target and pro-people," stated Dr. A. Murtala.
Ismunandar reminded that the Regional Secretary's position is not merely an administrative position behind a desk, but rather the "heart of government communication."
The main tasks emphasized for the new Regional Secretary include:
• Core Value Implementation: Implementing the ASN value of "BerAKHLAK" (Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative).
• Cross-Sector Synergy: Forging a fluid connection with the Legislature, Forkopimda, and all stakeholders as one big family.
• Regional Innovation: Producing breakthroughs that have a direct impact on the progress of Bireuen Regency.
"The challenges ahead are not easy. There is no individual success; what matters is solid teamwork. I invite all regional officials to give their full support to the newly inaugurated Regional Secretary," he concluded.
