More than 20 major technology companies, including Nvidia, Microsoft, Meta, IBM, Palantir, Hugging Face, Perplexity, and the Linux Foundation, have called on the U.S. government not to impose restrictions on open-weight AI models. They argue that limiting access to these models could weaken American AI developers while giving Chinese competitors an opportunity to advance more quickly.

The coalition believes that open-weight models allow developers and security researchers to study AI systems, identify vulnerabilities more efficiently, and encourage independent verification. According to the letter, maintaining access to both open and proprietary AI models is essential for innovation, while intellectual property violations should be addressed through targeted enforcement rather than broad restrictions.

The debate intensified after the release of Kimi K3, a new AI model developed by Beijing-based Moonshot AI. The company claims that its model delivers performance close to leading AI systems while requiring significantly fewer computing resources. Following its release, U.S. officials began investigating whether the model may have benefited from stolen intellectual property. Treasury Secretary Scott Bessent stated that sanctions could be considered if evidence of intellectual property theft is found.

The letter also discusses model distillation, a technique in which a new AI model is trained using the outputs of another model. While OpenAI has accused some Chinese developers of misusing this method, the coalition describes distillation as a standard engineering practice and argues that only proven cases of intellectual property theft should be punished, rather than restricting the technology as a whole.

Although the initiative has not yet changed U.S. policy, it highlights a growing divide within the technology industry. Nvidia and its supporters see open AI models as essential for innovation and global competitiveness, while others believe unrestricted access could make it easier for foreign companies to replicate advanced AI technologies.
