It's because they are scared I think more than anything. They are worried that elderly people will not vote for them if they legalise it in any way so they ignore the facts. I wrote about this stuff in a post a few weeks ago.

          Well that's part of it. There are strong business lobbies that are against it because it could hurt their bottom line plus governments never like to admit they were wrong.
