Yes it's available in cone form at any art materials shop,called Gutta cone or glitter cone . Make your work very easily by this cone .it's liquid glued having dust or shimmer.

      Thanks @sualeha for giving answer🤗 friend @lirvic comments that here in our country they don't sell that cone.

      I tell you that instead they sell the liquid embroidery frosted with applicator cone in pencil form, so I have seen and used it.
