My Observations:

I have noticed that the instruction comes directly from the superior, they just don't about the wwll doing of the students so they instruct that everyone should be passed and let the fresh ones come in. I see this more in the government school where fees are not easily paid and so no teacher would want to waste their time on a student who's parents are paying nothing.

I hope it gets better.
