I’m taking the kids to their Quran lessons tonight because their bike ran out of battery; it was only charged this afternoon and isn't fully charged yet.

Can't they drive up and down with a partly charged battery? You all drive electric charged bikes?
Sure, that’s definitely possible. I usually wait until there’s only one bar of battery left before recharging; if I don’t charge it, the bike runs extremely slowly.
In my area, a great many people are riding bicycles to save on fuel, and children can even go to school on their own without needing their parents to drive them.
