Whatever decisions were made, it always turns out to be a mistake as soon as something goes wrong. The answer if the daughter wouldn't be disappeared if she stayed home or if in that case life wouldn't have improved remains unanswered. We never know.
As I mentioned before, you spot unanswered questions within the text.. I agree with the fact that sometimes a decision is judged based on the result. It's true in many cases.
