Thimphu — The legacy of Bhutan’s Lhotshampa crisis continues to generate debate decades after tens of thousands of ethnic Nepali-speaking residents left the country in the early 1990s. Former Home Minister Dago Tshering remains a central and highly controversial figure in this unresolved chapter of Bhutanese history.
Policies That Reshaped Citizenship
During his tenure as Home Minister from 1991 to 1998, Dago Tshering oversaw the implementation of strict policies that redefined citizenship criteria in Bhutan. A nationwide census required residents to provide documentation proving their residence in the country prior to 1958.
Many Lhotshampa families, despite claiming generations of residence, were unable to produce the required documents. As a result, large numbers were reclassified as non-citizens or “illegal immigrants,” according to accounts from affected communities and human rights organizations.
At the same time, the government introduced the “One Nation, One People” policy, aimed at promoting cultural unity. This included the enforcement of a national dress code (gho and kira) and significant changes to the education system, such as the removal of Nepali-language instruction from schools.
Critics argue that these measures disproportionately targeted the Lhotshampa population and amounted to enforced cultural assimilation. Bhutanese authorities, however, have consistently maintained that the policies were necessary to preserve and strengthen national identity and sovereignty.
Crackdown on Dissent
Protests against the new policies erupted in southern Bhutan in the early 1990s. The government described the demonstrations as threats to national security, labeling participants as “Ngolops” (anti-nationals).
Reports by organizations such as Amnesty International documented allegations of arbitrary detention, mistreatment, and intimidation during this period. The Bhutanese government has repeatedly rejected claims of systematic human rights abuses.
Displacement and Refugee Crisis
The policy changes and ensuing unrest triggered a large-scale exodus of Lhotshampas. Over 100,000 people left Bhutan, with many eventually settling in refugee camps in eastern Nepal.
Refugees and advocacy groups allege that many individuals were pressured into signing “Voluntary Migration Forms,” sometimes without fully understanding the documents. These forms were later used by Bhutanese authorities as proof that the departures were voluntary.
Former residents have described experiences of coercion, loss of property, and growing insecurity. In contrast, the Bhutanese government has maintained that the migration took place within a legal framework.
A Contested Legacy
Debate over Dago Tshering’s role resurfaced in 2021 when he was awarded Japan’s Order of the Rising Sun for his diplomatic contributions. The honor drew sharp criticism from members of the Bhutanese diaspora, especially from Lhotshampa communities.
Advocacy groups argued that honoring Tshering without addressing past grievances undermined calls for accountability. Supporters countered that Bhutan’s policies in the 1990s must be understood in the context of legitimate national security concerns.
Some analysts have pointed to regional developments — including the political integration of Sikkim into India in 1975 — as factors that influenced Bhutan’s approach to demographic and political stability.
Ongoing Questions
Today, the Lhotshampa crisis remains one of the most sensitive issues in Bhutan’s modern history. While the majority of former refugees have been resettled in third countries, questions surrounding accountability, reconciliation, and historical recognition continue to linger.
Observers note that two sharply differing narratives persist: one emphasizing national sovereignty and cultural preservation, and the other highlighting displacement, rights violations, and loss.
The tension between these perspectives continues to shape discussions about the crisis and Dago Tshering’s contested legacy.
