I'm with you on this one. I can't see what the purpose is. LOL.
Also, Is that front brake only? I can see someone taking a header real quick.

    Howdy sk43! Yay I have a few dinosaurs with me on this! That's a good question but if it is a front brake only, wow! I bet this costs a small fortune, I couldn't find a price but I think it deserves a reward as one of the dumbest inventions of the year!
