We are used to seeing them everyday. If they don't have the strenghth to improve, to become better - is it normal to just give up on them. Can the community help. I know it is possible, beacuse in the late 90 ies my city was plagued by heroin. Until few groups were organized by citizens and by the city to help them. And it reall worked. What I am trying to say, we have a strong culture of drinking in the public which I love, but places like stores in neighborhoods should be clean of this, because small children pass by every day
