Ya a solar charger is not going to do anything to stop a bear even with the HiZap. I often check ours by just touching it. With insulating shoes on it's not much more zapy then what you get when you toung a 9v battery. For a goat, dog, cyoet tho, on a wet nose with damp feet, BAM! that ZAP would make your eyes cross.
