I like this idea. Giving the right kind of minnows more steem power is important.

Lets just hope these little guys dont run around giving out meaningless 1% votes to comments. Even with 5k sp i have difficulties feeding people 2cent upvotes who comment on my posts.

However, I suggest anyone who makes good enough content to get on ocdb whitelist to buy steem for doing large bids. For example 200 dollars will get you enough steem for 10 max bids and that will throw your account into minnow and like 60 rep after 2 weeks.
