‼️ Viglione is the head of the FIGC’s Legislative Office. Draftsman of the Code of Sports Justice.
❓In other words: the man who writes the rules of the disciplinary system. All of them.
📍What he did at San Siro
May 2024, Inter win the Scudetto.
Sky’s cameras capture him on the pitch: a high-five for Inzaghi, a handshake with Marotta, a hand on Ausilio’s shoulder. Live on national television. Beaming like any ordinary fan.
❗️It wasn’t an isolated incident
✔️Gran Galà del Calcio 2025: once again embracing the Nerazzurri management in front of the cameras.
✖️In between: a dinner at ‘The Wilde’ in Milan with Marotta, Gravina and Inter’s lawyer Capellini.

‼️The Doppia Curva plea bargain
May 2025: Inter settled the disciplinary proceedings with a €70,000 fine and a one-match ban for Inzaghi. For a scandal involving links to organised crime.

❓Who wrote the rules for sports plea bargains?

‼️The violated principle
Institutions must not only be impartial. They must also appear to be so. Anyone celebrating on the pitch at San Siro with a club’s directors cannot write its disciplinary rules. They must not.
❓The question
In the midst of the Rocchi investigation, with an Inter referee manager intercepted in the bowels of San Siro — who is accountable for the fact that the FIGC’s Legislative Office is headed by a fan who toasts with Marotta?

A former member of COVISOC (the body responsible for auditing club accounts) went on Report and revealed that he had reported non-existent Chinese sponsors worth hundreds of millions.

Worthless scraps of paper passed off as guarantees. Accounts that didn’t add up. Reports filed with the Federal Prosecutor’s Office.
The response he received?

‘Don’t rock the boat in a system that provides a livelihood for so many people.’

Translation: give it a miss, there are too many interests at stake.
Result: the club registered for the league as normal. Everyone went home, all was well.

Meanwhile, we at codbianconero had written about auditors checking up on those who hired them, about personal guarantees accepted whilst courts across half the world were chasing the guarantor, about questions left unanswered.
No one deigned to reply. Never mind.

Then along came Rocchi. Serie A referee coordinator. Under investigation by the Milan Public Prosecutor’s Office for sports fraud. He chose the referees, say the prosecutors. And he didn’t choose them at random.

I don’t know if the dodgy accounts and the complacent referees are part of the same scheme. I don’t have the case files; I’m not a prosecutor.

I know that the questions remain unanswered. And that the silence of the sporting institutions, at this point, is beginning to take on a rather recognisable form.
