I don't know, there seems to be a few suggestions but no consensus. I've seen a post today that there are many accounts being created to flag content certain people don't like seeing. I have tried to find somewhere to see where things being voted negatively on may show up but haven't found anywhere to see this data yet. It must be somewhere though and it might help to explain things. Some have said that this is a temporary issue, but I don't know. I made my article about the problem because I want more information and think it only fair that an explanation from those behind Steem give one. Certainly flagging posts in the wrong hands can have very real consequences to the victim and like others have suggested I think the flag tool should be removed. If you don't like seeing what someone is posting I think muting is perfectly fine then it doesn't affect the owner of the account nor anyone just the one that doesn't want to see that content anymore.
Yeah maybe, that's putting trust in a small number of people we know absolutely nothing about though. Essential as they are for the blockchain they are complete strangers and we don't know them. It's also censorship still and I'm completely against censorship, unless it's something that incites physical harm against others.
Well I've just had a look on steemdb.com and incoming votes and I can't see any negative ones on my posts, so I don't think it's due to someone voting. My Rep also hasn't moved so I honestly don't know. I am however still concerned at recent issues and events and censorship here on steemit.

Agreed, or maybe things that get flagged a lot could go to the witnesses and they could vote on whether or not to remove the post (if it's really bad)
