Sometimes flagging, like upvoting is determined by a body of work.

For example someone who is a known scammer and pays for steemians to be doxxed... May be seen in a less favourable light for other posts.

Just like someone who writes a couple of good posts and gets some bot support to then write some crap and still get the support.

It's all about the body of work.

Either one can fall out or get back into favour.
