well i think the only way it could be done as far as the crime is concerned would be a massive police presence, stop and frisk, a warrant to search every house in multiple neighborhoods... basically the police presence version of "nuke it from orbit, it's the only way to be sure"
But that would only solve the crime part of it, the fact that there are no jobs here is a bit of a catch 22... there's crime because there's no jobs, but no employers want to move anything there because of the crime.
The increase in police presence will never happen though because since there is a large black population here, it would be called racist if it was done. There also is no money because people without jobs tend to not pay that much in taxes.
I think what will happen is that the few nice areas will remain nice because they have high levels of security, the other areas will remain dangerous. It's always been that way and the people who live in the crime-addled areas are just going to have to live that way..
